The World’s Fastest Growing Tourist Destination

According to the latest report of the European Tourism Commission (European Tourism in 2019: Trend & Proscpects Q2 / 2019), in 2019 Montenegro was recognized as the fastest growing tourist destination among 33 European countries that are members of this international organization, the Montenegrin National Tourism Organization (NTO) reported.

  • Montenegro is the world’s fastest growing tourist destination – a position which the WTTC forecasts will continue for the next 10 years

  • It is rapidly recovering its position as one of the most exclusive destinations on the Mediterranean, which it held until the troubles of 1991 on wards
  • In addition, at this session, Montenegro was appointed a member of the Board of Directors of the European Commission on Tourism for the next two years (2020 – 2021), in addition to Hungary, Slovakia, Latvia, Norway, Monaco and Switzerland.

  • Coastal property prices have risen recently, but strong further growth is expected:
    • Shortage of quality residential and hotel accommodation (especially western standard new build)
    • High profile developments currently in the pipeline to further boast Montenegro attractiveness including Porto Montenegro Tivat super-marina (800 berth), marina Porto Novi, Luštica bay and many others like the development of the Big Beach in Ulcinj

    • Russians (as well as British and Irish) are main buyers of finished apartments – cultural affiliation with the region; visa free travel to Med and ability to buy without central bank approval; Russians buying primarily for lifestyle rather than investment.
    • Long term growth potential is secured by the local population who are becoming wealthier, wider availability of mortgage finance to foreigners and locals, and growing numbers of international retirees and second home owners.

“We expect the growth of Montenegro’s tourism and resort industry to have a very positive impact on property prices,” said Milo Radmilovic of IM Property Group.

“Montenegro property offers an excellent investment opportunity,” says Glenda Lazare of overseas investment specialist company, Key Universal. “The country has a burgeoning tourist industry, bolstered by the government’s Tourism Masterplan 2007-2020, which aims to develop high-end hotels, golf courses and other luxury facilities in order to attract affluent tourists.”

The economy grew by a healthy 4.4% last year, up from average growth of 2.9% in 2013 to 2016, according to the European Commission (EC), buoyed by large infrastructure projects such as the construction of the Bar-Boljare highway. The economy is expected to expand by 3.9% this year and by another 2.8% in 2019, according to the EC.

                                             

The procedure for buying real estate in Montenegro is very simple,
It involves several phases and takes several days. Purchase agreement
compiled and authenticated by a local notary.
After selecting a property it is necessary to check the documentation,
terms and conditions with the seller, to pay tax on the real estate market
in the amount of 3% of the value of the property and register the ownership rights.
The presence of both parties is necessary when verifying the sales contract
included in the contract, or their proxies.


In case one of the parties is legal entity it is required to attach appropriate legal entity documentation. If
one of the participants is a foreign citizen, presence of an authorized court interpreter it is necessary.

The costs of verifying the contract of sale with the notary depend on
property values, all tariffs are fixed. The factual customer becomes
the owner of the property after payment of the total amount of the purchase price,
however, property list is a document that confirms the right of ownership and
it is issued by the Real Estate Directorate of Montenegro. Request for registration
property rights under a sales contract can be handed over
by notary, also by the customer himself.
When buying land, the buyer must check acreage with the help
of authorized geodetic organizations. Also, before assembly
the purchase contract, it is necessary to obtain the excerpt
plan documentation land related.

                    Montenegro’s Competitive Corporate Income Tax Rate

Companies in Montenegro pay the same 9% flat tax rate in company income tax (CIT). This applies to things like capital gains and interest income as well as standard operating income.

Lloyds Bank calculated that in 2018 the average Montenegrin company turned over 22.2% of profit to the government taxes. That compares to 44% in the US and 48.9% in Germany.

(The same report did note that Montenegrin companies have to make more frequent installment payments and spend more time on red tape.)

Because the CIT is so low and it is relatively easy to establish a company in Montenegro, many expats choose to go this route rather than seeking out a traditional job here.
